If you can *not* finish the enemy army that turn, it's usually best to wound them as much as possible and let them live. Do note, however, especially against low-leadership factions (like greenskins, skaven, or norsca) that if you let the enemy lord go with a sliver of HP you can finish him off immediately in the next fight, which will inflict the huge penalty to their leadership for their lord recently dying.
